Why this is its own theme
The UK's parallel-export/hoarding restriction on medicines is a standing piece of regulatory architecture (regulation 43(2), Human Medicines Regulations 2012) that DHSC revises on a rolling basis — not a one-off policy response to a single shortage event. It sits adjacent to, but distinct from, the food-security export-control cluster: same instrument family (domestic- supply-protection export restriction) but a different sector, different legal basis, and a different enforcement channel (MHRA wholesale-dealer-licence suspension rather than customs enforcement).
What belongs here
- DHSC revisions to the restricted-medicines export list (additions/removals of specific
products)
- Any future UK legislative or enforcement changes to the regulation 43(2) mechanism itself
What does not belong here
- Food/agricultural-commodity export bans →
food-security-export-controls - UK medicines manufacturing industrial policy (e.g. the Sustainable Medicines Manufacturing
Innovation Programme) → tracked separately, not an export-control instrument
