Actions where the issuer is the UN Security Council (or one of its sanctions committees / panels of experts) acting under its own Chapter VII authority — not a member state's domestic implementation of a UN mandate.
- 2026-09-11 — Resolution 2828 (2026). One-month technical rollover of
the Sudan/Darfur sanctions regime (targeted list + arms embargo) created by resolution 1591 (2005), extending it to 9 October 2026 amid an unresolved US-vs-Russia/Sudan fight over widening the embargo to cover all of Sudan.
Why it's a distinct theme
- vs. `us-sudan-sanctions-architecture` — that theme is explicitly scoped
to the US domestic legal architecture (E.O. 13067/13400/14098, 31 CFR Part 546). This theme is the UN-level instrument those US actions sit alongside, not underneath — the two regimes have separate designation lists, separate legal bases, and separate renewal cycles.
- vs. `western-russia-sanctions` / other country-perimeter themes — those
track a single jurisdiction's sanctions program. This theme is issuer-defined (UN Security Council), not target-country-defined, and will span multiple target countries as more Council-issued renewals or new regimes are filed (DPRK, Somalia/Eritrea, Central African Republic, Mali, Yemen, etc. sanctions committees are all in scope going forward).
