Munitions List categories are defined by text in 22 CFR §121.1; ambiguity or drafting errors in a category's language are sometimes patched with a "temporary modification" rather than a full notice-and-comment rulemaking, pending a permanent fix. These modifications carry their own expiration dates and are extended by rule when the permanent fix isn't ready — a recurring administrative event distinct from any change in control policy.
