Reform momentum β India vs Indonesia, two demographic stories
at very different reform-phase positions
This week's reform-momentum entry uses the Sunday IPTM Γ DCA synthesis as a launching point. Two countries from the picks are doing structural-reform work that's directly visible in their ETF performance and that the IPTM register captures asymmetrically. Worth comparing.
INDA: a buying setup if the reform thesis holds
The 1y -6.77% on INDA (52w-pos 39.8%, DD -11.24% from high) makes India the most attractively-priced of the demographic- window names. The macro question is whether the structural reform momentum is intact or stalling.
What's intact:
- GST 2.0 simplification cycle still progressing β the 2024-25
rate-rationalisation made the regime less distortionary.
- Real-estate / RERA enforcement broadening; tier-2 and tier-3
cities are seeing measurable shifts in builder accountability.
- Capex cycle: government infra capex remains 2-3Γ private
pre-pandemic levels.
- IPTM register: India is in the post-2024 US trade reset
theme as a target of the April-2025 reciprocal regime (severity 5, 26% original rate paused). Bilateral framework deal under discussion through Q2-Q3 2026.
What's slipping:
- Land-acquisition reform legislatively dormant; the bill that
would unblock industrial corridors hasn't moved in this parliamentary session.
- Power-sector reforms: discom losses still creeping wider in
several states (UP, AP, Punjab).
- Manufacturing PLI scheme uptake has slowed β outside semis +
electronics, claim rates are below 50% of allocations.
Investment-decision angle: at 52w-pos 39.8% with -11% DD, the "buy at near-low" timing is appealing. The reform-thesis risk is binary β if the post-2024-tariff bilateral framework deal locks in, India's trade-weighted picture improves materially. If it doesn't, the reciprocal-tariff overhang plus the slowing PLI uptake compounds negative.
EIDO: hilirisasi extending β the cleanest reform-with-
investment-consequence story in the register
Indonesia's nickel hilirisasi (filed 2020-01-01-indonesia- nickel-ore-export-ban) is the one resource-nationalism action in the IPTM register that built productive capacity rather than blocking flows. Pattern is replicating:
Copper concentrate exports (mid-2024): Freeport Grasberg + Amman Mineral compelled to operationalise domestic smelters. Freeport's Manyar smelter received first feed October 2024; Amman's Sumbawa smelter ramping. ~$8B combined investment locked into Indonesian processing capacity.
Bauxite (2023-06): ore export ban already in force; new domestic alumina capacity coming online through 2025-26.
Tin (proposed): hilirisasi extension under discussion β Indonesia is ~25% of global tin production; would hit solder-grade tin supply chain materially.
Cobalt (proposed): similar rumoured.
The combined effect is that Indonesia is positioned to take significantly more of the strategic-mineral processing margin within the next 5 years, paralleling its nickel trajectory. Today the ETF (EIDO) is up 6.05% 1m, 52w-pos 25% range, DD -3.4% from highs β the demographic-window thesis is priced in but the resource-processing upside is not.
What the picks list under-weights vs the reform reality
The week 17 picks list ranks Korea (EWY #3) above Indonesia (EIDO #8), but if the IPTM regime-exposure overlay matters for return distribution:
- Korea: high IPTM exposure (6.07 from issuer + target
mix). Heavy in the chip-equipment perimeter both as beneficiary (Samsung HBM, SK Hynix DRAM) and as direct regulatory subject (outbound-investment screening). The upside is concentrated; the regime-policy risk is high.
- Indonesia: medium-high IPTM exposure (5.43 from issuer
side). Reform momentum compounding; resource-nationalism pattern visibly extending. Less downside from existing regime; more upside from forward hilirisasi steps.
For a DCA execution rotating through both, the case for overweighting EIDO relative to the W17 ranking is the reform- momentum-vs-regime-risk asymmetry.

Carry-forward for Saturday's W18 synthesis
If the bilateral India deal materialises, INDA likely jumps ranks in the W18 picks. Indonesia's hilirisasi should hold ranking with a clearer thesis β copper smelter ramp data will determine whether the upside narrative survives Q1 disclosure season.
