Week 2026-21 synthesis: EIDO exits on DSI sole-exporter; EWY takes the top slot
Production DCA picks for execution 2026-06-01 and 2026-06-15. One analyst's qualitative synthesis. Not backtested alpha. Not trade advice.
The week's most consequential event was not price action. On 20 May President Prabowo signed a Government Regulation establishing PT Danantara Sumber Daya Indonesia (DSI) as the sole legal exporter of palm oil, coal, and ferroalloys from 1 September 2026 (IPTM 2026-05-20-indonesia-dsi-sole-exporter-palm-oil-coal-ferroalloys, severity 4). That single filing changes the EIDO investment case materially. The hilirisasi thesis was built on commodity-processing value capture; DSI nationalizes the commercial export channel on top of that, adding a state-trading-enterprise layer to roughly USD 65 billion in annual export proceeds. EIDO exits the picks.
On the other side, EWY's 1-month run (+21%) validated the Monday reform entry entirely. Three separate thesis legs, governance re-rating, KUSPI bilateral anchor, and HBM3e/DRAM cycle recovery, are executing simultaneously. EWY takes the top slot this week.

breaker; structural demographic case remains but the investable vehicle is increasingly nationalized at the commercial layer.
- DXY 99.32 (flat): sub-100 consolidation is the backdrop for every FX and
carry call; EWJ +5.21% 1m confirms the BoJ normalization trade is live.
- EWT $96.84, 1m +14.96%, 52w-pos 99.3%: TSMC at 52w high; AI compute
thesis structurally intact; DCA timing is the only issue.
What changed vs W18 (2026-05-02)
EIDO out. Was #2 in W18 on the hilirisasi-compounding thesis. The DSI sole-exporter regulation (severity 4, effective Sep 1) is not incremental friction; it is state-commercial-channel monopolization. The ferroalloy export chain, which was the core thesis anchor, now routes through a sovereign entity with no transparent pricing formula. The demographic setup in Indonesia is unchanged; the investable vehicle is no longer the same thesis. Exits with no replacement until the DSI architecture is clearer.
EWY from #4 to #1. Three weeks ago the Monday reform entry flagged EWY as a governance re-rating play with the KUSPI bilateral anchor hardening the thesis. Wednesday's tech-AI entry added the Samsung HBM3e qualification channel. +21% in one month is not a signal to chase; it is confirmation that the market is pricing multiple simultaneous thesis legs, which is structurally different from a single-theme momentum run.
GREK enters at #8 as the reform-compounder replacement for EIDO in the non-INDA reform slot. Greece has delivered +39.93% 1y with low volatility. EU graduation, rating upgrades, and consistent primary surplus execution are the mechanism. Not exciting; that is the point.
INDA falls from #1 to #4. Still the most attractively priced name in the panel at 28.4% of 52w range and -13.37% DD. The thesis is unchanged. But three weeks of continued correction with no catalyst visible pushes it down in priority. DCA accumulation zone is valid; it just requires more patience than originally framed.
EWW moves from #9 to #6. The May 4 fast-track investment authorization decree (IPTM 2026-05-04-mexico-decreto-autorizacion-inmediata-inversiones, severity 3) hardened the nearshoring thesis into explicit supply-side administration. Cutting permit timelines for large FDI projects converts demographic-window potential into actual deployment. Upgraded.

Tech/AI remains deliberately over-weighted at four picks. The AI-semiconductor cycle thesis has not shown a catalyst for reversal. Reform has two picks now; GREK replaces EIDO in that slot. Commodities holds at two.
What I'd revise if I saw
- DSI implementation delayed past December 2026 with explicit carve-outs for
foreign JV structures: would reopen EIDO evaluation, not immediate re-entry.
- Samsung HBM3e volume ramp disappointing (below 2 million units per quarter
by Q3 2026): reduces EWY conviction from multi-thesis to single-theme; likely drops it two slots.
- BoJ June meeting with dovish hold and JPY weakening through 155 vs USD: cuts
EWJ from #3 to #6 and removes the policy-divergence anchor.
- India-US bilateral tariff framework announced: immediately restores INDA to #1
and re-rates the catalyst-absent discount away.
Concentration notes
- US exposure (direct): none. Indirect AI-capex channel: EWT, EWY, EWJ, EWN.
- AI/semiconductor: 4 of 10 picks. Deliberate and unchanged from W18.
- EM: 5 of 10 (INDA, VNM, EWW partial, EWY, EWT partial).
- At 90%+ of 52w range: EWT 99.3%, EWY ~90%, EWN ~92%, EWC ~92%. Four of
10 picks in the upper decile of their range. DCA cadence is the mitigation.
- EIDO exit reduces drawdown risk in the panel; its -31.95% DD was the largest
drag on the W18 list.
IPTM overlay
Three IPTM filings from this week are directly shaping the pick list:
Indonesia DSI (2026-05-20, severity 4): removes EIDO. The sole-exporter structure for palm oil, coal, and ferroalloys is the most aggressive commercial- channel nationalization in the panel since the nickel export ban (2023). The WTO Article XVII exposure is a secondary risk; the primary investment-case issue is opacity and counterparty concentration.
Mexico fast-track investment decree (2026-05-04, severity 3): upgrades EWW. Supply-side administrative reform is the type of policy anchor the May 1 demographics entry said was needed. It arrived.
US-Korea KUSPI (2026-05-08, severity 3): reinforces EWY at #1. A USD 150bn investment commitment into US shipbuilding infrastructure from Korea is a 20-year institutional anchor that makes the Korea bilateral discount structurally harder to rebuild.
