Three-day regulatory flush: CMIC, MOFCOM, and the INDA gate's first week

What I'm watching
- DoD 1260H expansion, effective June 30: CATL, BYD, Alibaba, Baidu, NIO designated. Two trading days away. Not a price catalyst by itself - markets priced most of this on the January 2026 list update - but it tightens the boundary around China-supply-chain-adjacent EM exposure.
- China MOFCOM Announcement No. 26, effective July 1: Whistleblower and reporting channel for rare earth / gallium / germanium / antimony / graphite export control violations goes live. The mechanism formalises enforcement, not new restrictions. But formalised enforcement on existing restrictions is how China converts policy signals into supply disruptions. Watch for the first enforcement notices after July 1.
- DXY 101.37, trend rising: The EM gate is open. The direction is the risk. A move toward 102 over the next two weeks would re-defer INDA pace and apply dual headwind to EWY. No action yet; monitoring.
- USTR Vietnam Section 301 comment period closes July 6: Eight days out. Expect no resolution - investigations of this type typically extend past the initial comment window. The key inflection is whether USTR signals intent to proceed to tariff-setting or closes without action.
What changed / what matters
The week's entries (FX Monday June 18 through Saturday synthesis June 27) completed the W26 refresh without a major miss. One thing that didn't get a dedicated entry: the Canada-Germany joint statement on critical minerals (IPTM June 17) alongside the G7 Evian minerals declaration (IPTM June 17, same day). The Evian declaration is a political commitment, not a legal instrument - it does not move EWC or EWG directly. But it is the third G7-level affirmation this year that allied nations intend to reduce dependence on Chinese critical mineral processing. The cumulative weight of these commitments is building a medium-term demand floor under copper, uranium, and diversified minors that EWC captures reasonably well. Nothing new this week changes the EWC thesis; the thesis is just incrementally better-sourced.
The INDA restoration from yesterday's synthesis is the week's most significant pick change. DXY at 101.37 satisfies the stated gate condition. INDA at $49.56 (+2.08% 1m) is the only EM in the theme-ETF panel showing positive 1-month performance against a risk-off backdrop (-1.35% ACWI, -2.61% SPY). That combination - demographic structural tailwind plus near-term outperformance in a risk-off week - is worth registering. It does not mean the DXY risk is gone; it means the risk/setup balance shifted enough to restore pace.
Tomorrow's reform-momentum entry should lead with Argentina. ARGT has been a carryforward from W18 without a fresh entry in two weeks. The RIGI pipeline (energy, mining, infrastructure) had no major news this week, but the structural setup - Milei's fiscal surplus holding, June 30 IMF tranche review approaching, parallel exchange rates converging - justifies a fresh look. If the IMF tranche clears without conditions attached to RIGI rollback, the ARGT thesis strengthens materially.
