Argentina's allies swap one ask for two as Super RIGI's dictamen slips again, Greece cools off its high

What changed / what matters
Argentina is the real update. The Aug 24 entry left the Super RIGI dictamen at risk for an Aug 26 signature because allied senators wanted eligibility extended to existing firms plus a public-works rider. Per Infobae (Aug 31), that ask has since split into two separate asks: the UCR bloc, led by Senator Vischi, is now pushing a distinct parallel regime called RIIR, targeting investments as small as $12 million versus Super RIGI's mega-project threshold, while other allies are conditioning support on the government also moving a carbon-market bill. La Libertad Avanza is countering with a 20%-national-content requirement of its own. This is not the same negotiation slow-walking toward a signature, it is allies adding new legislative vehicles to the table each time a session approaches. ARGT's continued drift (-2.44% on the month, DD widening to -8.55%) is a market pricing exactly that: no near-term resolution, and the resolution path itself keeps getting more complicated rather than simpler.
Greece is a partial confirmation. The IMF's Executive Board formally concluded its 2026 Article IV consultation on May 27, reconfirming the 3.8%-of-GDP primary surplus and putting debt-to-GDP on a path toward roughly 134% by end-2027, a more specific and more recent number than the March staff statement's ~130%-by-2030 framing this log has cited since Aug 10. The fundamentals are intact. Price has cooled though: GREK's +12.25% one-month read from the Aug 24 high is now +5.64%, still a 98.9% 52-week position but off the exact top. That is a normal give-back after a fresh high, not new information against the thesis.
India is the one to watch rather than act on. Three straight reform entries (Jul 20 forward) carried INDA at full pace on a governance-phase tax-administration track with no single catalyst expected. This week is the first where price has actually gone negative on the month (-0.28%, DD widening to -10.36%) rather than just drifting sideways. Nothing in this week's search turned up a specific India policy reversal, so this reads as tariff-overhang pressure (the US's reciprocal-tariff track from last year) bleeding into a reform story that was never priced on catalysts to begin with, not a reform-track breakdown. Flagging it rather than downgrading it.

What I'd revise if I saw
A signed Super RIGI dictamen this week, with or without the RIIR carve-out folded in, would mean the allied asks resolved faster than the two-bill split suggests. A specific India policy or tariff headline this week would convert this week's "watch" into either a downgrade or a reaffirm.
