Argentina's allies find a third reason to withhold Super RIGI's dictamen, ARGT rallies anyway

What changed / what matters
Argentina keeps adding conditions rather than resolving them. The Aug 31 entry left two asks on the table (Sen. Vischi's parallel RIIR regime for smaller projects, a carbon-market rider). Per Infobae and Parlamentario (Sep 1-2), the Sep 2 plenary of three Senate committees failed to get signatures for a third reason: senators Maximiliano Abad (UCR), Carlos Espínola (peronismo crítico), and Martín Goerling (PRO) are now demanding a domestic-preference clause, priority for Argentine firms whenever their bid is within 15% of a foreign competitor's price. The government has reportedly accepted some changes to try to unblock it, but the dictamen was postponed again. The genuinely interesting move is that ARGT didn't follow the legislative story down. Price is up 4.16% on the month, drawdown has narrowed to -6.0% from -8.55%, and 52-week position climbed from 75.5% to 82.8%, the opposite of what a "resolution path keeps getting longer" read would predict. Nothing in this week's search ties that move to Super RIGI specifically; it reads as either a broader EM/reform-basket tailwind lifting ARGT independent of the bill, or the market having already priced the delay and now trading on something else entirely (peso stability, midterm positioning). Flagging the divergence rather than explaining it away.
India resolves last week's flag. The Aug 31 entry noted INDA's first price-negative week with no specific news attached. There is now a specific one: the Parliamentary Standing Committee on Finance reviewed the new Income-tax Act, 2026 (in force since Apr 1, replacing the 1961 Act) and raised concerns about compliance difficulty, broad discretionary power for tax authorities, and a "punitive" enforcement tilt. That's a real friction point in the reform's execution phase, not a reversal, and it lines up with INDA's continued softness (DD -9.73%, still worse than the three-entry pattern from July). Greece needed no new catalyst this week; price simply confirmed the thesis by printing a new 52-week high.

What I'd revise if I saw
A signed Super RIGI dictamen, with or without the price-preference clause folded in, would end the "keeps getting longer" read regardless of what ARGT does next. A specific Argentina catalyst (peso move, midterm poll, unrelated policy news) explaining this week's rally would resolve the price/bill divergence either way.
