Super RIGI's Sep 10 floor date passed with no confirmed result in my sources, and ARGT gave back the entire August-into-September rally

What I'm watching
- Argentina Super RIGI: the Sep 10 Senate floor session this log flagged two weeks ago as the target date has now passed. Search this week turned up nothing confirming a floor vote result, only the pre-Sep-10 preview coverage (20% national-content requirement, 15% domestic-preference-on-price clause folded in, a required second pass through Deputies).
- ARGT $92.43, 1m +1.12%, 52w-pos 71.7%, DD -9.89%: down from $96.41 two weeks ago. The rally this log flagged as unexplained on Sep 7 has fully reversed.
- INDA $48.02, 1m -3.07%, 52w-pos 26.3%, DD -13.15%: third straight entry of deterioration, DD now the widest in this theme's coverage.
- GREK $85.09, 1m +2.33%, 52w-pos 91.1%, DD -2.77%: still elevated, cooling in line with the normal-give-back read from Aug 31.
- DXY 100.317, trend rising: first entry in a month where the dollar trend is flagged rising rather than flat, worth weighing against both EM moves below.
What changed / what matters
Start with the gap in my own information. The Sep 7 entry left Super RIGI at a specific, checkable date: floor treatment targeted for Sep 10, with the 15% price-preference clause and a 20%-national-content requirement both provisionally accepted by the ruling bloc to secure the Senate committee's dictamen. That date has now passed and I found no reporting confirming what happened on the floor, whether it passed with the amendments, stalled again, or moved to a further date. docs/iptm/actions/2026-05-26-argentina-super-rigi-nuevas-industrias.md still shows the bill as pending as filed. I'm flagging the gap rather than guessing at a resolution.
What the price does confirm: ARGT's rally is gone. The Sep 7 entry noted price strength that didn't obviously track the stalled legislative process, up 4.16% on the month, 52w-pos at 82.8%. Two weeks later, ARGT is back down to $92.43, DD has widened to -9.89% from -6.0%, and 52w-pos has dropped to 71.7%. Whatever lifted the price in early September did not persist. Without a confirmed Super RIGI outcome, the more parsimonious read for the last two weeks is regional and dollar-driven rather than legislative: DXY has turned from a flat month (the framing for three straight entries through Sep 7) to a rising trend, and both ARGT and INDA moved lower together while GREK, a euro-area-adjacent story, held up better. That's a macro overlay worth naming rather than a specific Argentina or India catalyst.
India has no new named catalyst this week either. The Parliamentary Standing Committee friction on the Income-tax Act, 2026 flagged Sep 7 is still the only specific reform-execution headwind on record, and DD has widened further (-13.15%, 52w-pos 26.3%, the low point of this theme's coverage since it started). Three entries of continued softness without a fresh trigger is itself a data point: either the tax-administration friction is compounding, or, per the DXY read above, INDA is simply the most rate-sensitive EM name in this basket catching a broad dollar bid.
Candidate picks within this theme
- GREK (Greece) - hold; still cooling normally off the 52w high, no offsetting news, IMF Article IV fundamentals from Aug 31 unchanged.
- ARGT (Argentina) - downgrade to watch; the Sep 7 rally that decoupled from the stalled bill has fully reversed, and I cannot confirm whether the Sep 10 floor vote this log was tracking toward actually happened. Needs a direct recheck before either reaffirming or dropping the legislative thesis.
- INDA (India) - watch, lower conviction; third straight week of DD widening on no new specific catalyst, plausibly dollar-driven rather than reform-specific.
- EWY (Korea) - no reform view; tech-ai coverage, 1m +3.94% this week on a cycle unrelated to this theme.
What I'd revise if I saw
Direct confirmation of the Sep 10 Senate floor outcome, pass, stall, or further postponement, would resolve the biggest open item in this entry either way. A DXY reversal back to flat alongside continued ARGT/INDA weakness would rule out the dollar-driven read and point back to country-specific stories.
