Korea passes a concrete 107.6tn-won restructuring while Super RIGI's Sep 10 floor vote stays unconfirmed a third week
One analyst's qualitative review. Not backtested alpha. Not trade advice.
What I'm watching
- Korea public-sector restructuring: government unveiled a record 107.6 trillion won spending cut for next year's budget, plus a plan to reduce the number of public institutions by 109 and merge Kepco subsidiaries, announced around Sep 1. Separately, Korea's National Assembly passed a governance bill on Aug 25 mandating cumulative voting and a second independent audit-committee seat at large listed firms.
- Argentina Super RIGI: still no confirmed outcome from the Sep 10 Senate floor session flagged two entries ago. Nothing in this week's search moves past the Sep 2-3 committee stall (UCR/PRO/dissident Peronism holding out for the 15% domestic-supplier price-preference clause).
- India: Parliamentary Standing Committee on Finance (chaired Bhartruhari Mahtab) met this month on "Direct Tax Reforms," flagging compliance glitches, wide discretionary powers, and a "punitive" enforcement posture in the Income-tax Act, 2026, five months after it took effect Apr 1.
- EWY $187.18, 1m +4.46%, 1y +139.11%, 52w-pos 77.5%, DXY 101.154 trend rising.
- ARGT $88.60, 1m -6.2%, DD -13.62%; INDA $47.86, 1m -3.8%, DD -13.44% β both near this theme's worst drawdowns since coverage started.
What changed / what matters
The gap this log flagged a week ago on Super RIGI has not closed. Three weeks past the targeted Sep 10 floor date, no source confirms whether the bill passed with the price-preference amendments, stalled further, or returned to Deputies. docs/iptm/actions/2026-05-26-argentina-super-rigi-nuevas-industrias.md is unchanged, still recorded pending as filed. A three-week information vacuum on a headline reform bill is itself informative: either the process quietly died without local coverage (unlikely for a bill this size) or search recency is failing this specific item. Either way, treat the legislative thesis as unconfirmed, not stalled-but-alive.
Korea is the opposite case this week: a dated, sourced, concrete action. 107.6tn won in spending cuts and a 109-institution consolidation is a real fiscal-reform data point, not a proposal. The caveat, also sourced: critics note the plan spares the basic pension, the fastest-growing and most demographically exposed line item, so the restructuring is real but partial. EWY's 52w-pos of 77.5% and +139% 1y suggests a lot of Korea's reform and Value-Up re-rating is already in the price; the open question is whether this fiscal move adds a fresh leg or gets read as confirmation of a story already priced.
India's committee findings deepen rather than resolve the prior entries' open thread. This isn't a new headwind, it's the same Income-tax Act, 2026 friction this log has tracked for three entries, now with an institutional voice attaching "punitive" and "discretionary" to it. Combined with DD at -13.44%, the case for a reform-execution story (versus pure DXY drag) gets slightly stronger.
Candidate picks within this theme
- EWY (Korea) β upgrade to lead pick; concrete, dated reform action (spending cuts, governance bill passed Aug 25) rather than a pending bill, though much of the re-rating looks already priced.
- GREK (Greece) β hold; May 2026 IMF Article IV still the reference point, nothing new this week, tax-evasion reforms already credited.
- INDA (India) β watch, lower conviction, tilting toward reform-friction as the driver now that a parliamentary committee has formally flagged the Act's enforcement posture.
- ARGT (Argentina) β hold at watch; cannot reaffirm or drop the Super RIGI thesis a third week running without a direct confirmation of the Sep 10 outcome.
What I'd revise if I saw
Direct confirmation of what happened at the Sep 10 Senate floor session would resolve the largest open item this log carries. A pullback in EWY despite the restructuring news would say the market had already front-run the reform and confirm the "priced in" read rather than a fresh catalyst.
