This final rule amends 15 CFR Part 744 by adding 28 entries to the Entity List and one entity to the Military End-User (MEU) List, effective immediately upon Federal Register publication. The action covers three distinct threat clusters with separate rationales.
BIS designated eight Chinese entities for acquiring or developing quantum computing technologies for military end uses, including counter-stealth systems, counter-submarine applications, and advanced cryptography / communications security for the People's Liberation Army (PLA):
quantum-key-distribution and quantum-secure-communications company; designated for supporting military quantum networking and encryption infrastructure
hub at University of Science and Technology of China (USTC); conducts foundational work in quantum computing, quantum sensing, and quantum communications for military-civil fusion
Chinese Academy of Sciences, supporting quantum chip and military microelectronics programs
modernization; a subsidiary within the H3C/Huawei industrial ecosystem
Technology** — military microelectronics and aerospace electronics supporting PLA programs
The QuantumCTek designations were particularly notable: the company had debuted on the Shanghai Stock Exchange in 2021 with an IPO that surged over 900% on day one, making it a high-profile signal of US willingness to target listed Chinese technology companies.
BIS added approximately twelve Pakistani trading and engineering companies — along with two individuals (Muhammad Ashraf and Muhammad Farrukh of Prime Tech) — for contributions to Pakistan's unsafeguarded nuclear activities and/or its ballistic missile program:

The Corad Technology corporate family across four jurisdictions was designated for selling technology from the United States and other Western nations to:
Designated Corad entities: Corad Technology (Shenzhen) Ltd. (China), Corad Technology Pte Ltd. (Singapore), Corad Technology Japan K.K. (Japan), and Corad Taiwan Representative Office. The multi-jurisdictional structure illustrates the transshipment architecture typical of Iran and DPRK procurement networks.
The Moscow Institute of Physics and Technology (MIPT), Russia's leading science and technology research university, was added to the MEU List under 15 CFR §744.21 for producing items for military end uses. This designation requires BIS license review — under a presumption of denial — for any US-origin item exported, re-exported, or transferred to MIPT, including items not otherwise controlled for Russia.
All Entity List entries carry: (a) license requirement for all items subject to the EAR; (b) no license exceptions available; (c) presumption-of-denial license review policy.
