The Cadastre Minier Numérique is a single digital platform (dmcm.mem.gov.ma) that replaces Morocco's prior paper-based, regionally-fragmented process for filing, renewing and monitoring mining titles (permis de recherche / permis d'exploitation) with one national portal covering geological-potential data, administrative status and applicable regulatory frameworks. MTEDD frames it as one piece of a wider mining sector modernisation drive that also includes legal-framework updates, licence adjustments and new competitive tender processes — the same reform track that produced the Tafilalet-Figuig 361-zone tender (2026-02-17-morocco-mtedd-notice-1-dgmh-2026-tafilalet-figuig-mining-tender) seven weeks earlier.
This is administrative/regulatory infrastructure, not a market-access restriction or subsidy — it does not itself grant, deny or price access to Moroccan mineral resources. Severity is set at 2 (qual basis; no quantitative disclosure at launch) to reflect its function as an investor-visibility and processing-speed improvement for a chokepoint-tier country (Morocco holds ~70% of world phosphate reserves, though phosphate mining runs through OCP's separate concession regime rather than the standard mining-title process this cadastre covers) that previously had zero register coverage of its mining-licensing administrative apparatus.
