Cabinet approved the Minerals Value Chain Framework on April 14-15, 2026 as a Cabinet-level governance document presented by VP Chiwenga, with the Cabinet post-briefing delivered by Information Minister Dr Zhemu Soda. It is the umbrella instrument tying together Zimbabwe's disparate beneficiation statutes into a single compliance architecture. The four pillars are:
1. Value-Added Compliance Certificate (VACC) All mineral exports require a VACC from the relevant regulatory authority before an export permit will be issued. 2. Eight Regional Beneficiation SEZs / Hubs Cabinet approved eight zones strategically positioned across Zimbabwe's provinces to absorb different mineral streams:
The SEZ framework provides fiscal and energy incentives for downstream processors that co-locate inside the zones. Affordable-power and energy-self-generation incentives were specified as key enablers.
3. Mine-to-Market Smart Corridor A real-time secure tracking system providing an end-to-end audit trail from extraction site to port of exit. Design goal is to eliminate the leakages and fraudulent consignments that have historically allowed unbeneficiated or mis-classified material to exit under false processing claims. The corridor is also intended to feed the VACC compliance data for downstream certificate issuance.
4. National Analytical Laboratory Network State universities anchor decentralised analytical hubs: University of Zimbabwe (UZ) for lithium, REE, and uranium characterisation; NUST and Great Zimbabwe University (GZU) for PGMs and battery minerals; Midlands State University (MSU) for iron ore, chrome, and vanadium. The stated aim is to end reliance on foreign (mostly South African) commercial laboratories that currently certify most Zimbabwean mineral consignments — reducing both cost and the information asymmetry that facilitates under-declaration.
