Why it's separate
Canada's SEMA authority, designation criteria and Schedule structure are distinct from the US IEEPA/OFAC stack, the UK's SAMLA-based regime and the EU's Council-Regulation architecture — each runs its own legal track and amendment cadence even when targeting overlapping conduct.
