The program's core authority covers:
- Persons threatening the peace, security, or stability of the CAR
- Persons obstructing the peace process or humanitarian assistance
- Persons responsible for or complicit in human rights abuses in CAR
- Material supporters of any of the above
Operational context
Wagner Group embedded in CAR from 2018 onward, providing paramilitary services to the Touadéra government in exchange for artisanal mining concessions. OFAC designations under EO 13667 have targeted Mining Industries SARLU, Logistique Economique Etrangere SARLU, Sewa Security Services, and Kratol — all Wagner supply-chain entities extracting gold, diamonds, and timber.
