What changed / what matters
VNM is the story. The June 26 entry set two explicit re-evaluation conditions for moving off "hold, no add": either the USTR investigation closes without tariffs, or the range position falls below 65%, on the logic that a sub-65% print means the tariff risk is finally getting priced in rather than sitting as unpriced tail risk. Neither condition had fired as of Jul 10, when the range position sat at 65.4%, a hair above the line. One week later it printed 47.8%, a 17.6-point drop, alongside a drawdown that widened from -8.64% to -11.82% and a 1-month return that flipped from +1.86% to -3.64%. The trigger fired through the price-based route, not the resolution route: the investigation itself is still open, and Section 301 cases of this type typically run six to twelve months, so there's no near-term catalyst on that front.
What makes this a genuine re-evaluation rather than just "avoid, it's worse now" is that nothing in Vietnam's own macro moved to justify a repricing of this size. GDP growth is still 8.02% (World Bank, 2025), the State Bank is cutting into a 3.31% inflation print (policy rate 4.5%), and PMI held at 50.4, barely in expansion but not contracting. CAPE sits at 11.6, an 18th-percentile valuation. A selloff this size with unchanged fundamentals and a soft-to-flat DXY (100.678, not a broad EM-selling dollar move) looks like idiosyncratic tariff-risk repricing rather than a macro deterioration. That's exactly the setup the June 26 trigger was designed to catch: once the risk is in the price, the asymmetry improves. Call: move VNM from "hold, no add" to a small initiate, sized to reflect that the 301 investigation is still genuinely unresolved, not a signal to go to full weight.
EIDO confirms the July 10 read cleanly. The index-rebalancing bounce (+11.32% 1m) is gone, replaced by -4.25%, while Bank Indonesia is still hiking (5.88%) and the DSI palm-oil/coal/ferroalloy export mandate remains in force with no amendment. Nothing here changes the "avoid" call.
INDA is the steady name again this week, essentially flat on all metrics versus Jul 10. Continue full DCA pace.
