Greece's surplus beats the fiscal-rules script while Argentina's Senate math still has no floor date

- Argentina's Super RIGI Senate vote: still no floor date as of today's check, seven weeks after the Jun 24 House pass (130-106-7). The 37-vote math (UCR 9, PRO 6, Provincias Unidas 3 as swing blocs) is unchanged from the Jul 20 read.
- INDA $50.37, 1m +2.75%, DD -8.9%, 52w-pos 50.2%: India's Budget 2026 confirms a shift from rate-driven reform (GST 2.0's rate cuts landed Sept 2025) to governance-led tax administration, a slower, less market-visible phase.
- This is the first dedicated reform-momentum entry since Jul 20 — three weeks with no update on Argentina's Senate math specifically, since the interim daily cadence ran tech-ai and FX themes instead.
What changed / what matters
Greece is the one genuine data point this week. The Jul 20 entry carried GREK on an "EU fiscal-rules track unchanged" hold, without a number behind it. That number now exists: Greece posted a EUR4.4bn primary surplus in Q1 2026, and the IMF's March Article IV concluding statement projects the full-year primary surplus at 3.8% of GDP, with debt-to-GDP still on its path toward ~130% by 2030. That is a beat against a program that was already easy relative to Greece's debt load, and it lines up with GREK sitting at a 95.7% 52-week-position with almost no drawdown. The fiscal package layered on top, personal income tax cuts and pension increases funded out of the surplus, is a second-order easing move, not fresh consolidation risk. Nothing here demands a change to the hold call, but the conviction behind it goes up: this is a country executing, not just avoiding trouble.
Argentina is the negative result. A direct check today found no Senate floor date for Super RIGI, no committee movement, and no news of the provincial blocs breaking either way. Seven weeks of media sanción sitting untouched in the Senate is itself informative: it argues the governors are extracting concessions before committing, consistent with the 30-year provincial-royalty freeze being the actual point of contention, not a rubber-stamp formality. ARGT's price action (1m +0.79%, DD -9.37%) reflects exactly that, drift with no catalyst.
India's reform story is entering a quieter phase by design. GST 2.0's two-slab simplification already happened; Budget 2026 explicitly declined to touch rates again and instead targets compliance and dispute reduction. That is a legitimate reform track, just one that will not produce a headline the way a rate cut did.

What I'd revise if I saw
A Super RIGI Senate committee date, in either direction, ends the seven-week wait regardless of this week's price action. A Greek Q2 fiscal print that missed the 3.8%-of-GDP full-year path would undercut the outperformance read and pull GREK back to a plain hold.
