Greece clears a fresh 52-week high as Argentina's Super RIGI dictamen stalls on allied demands, not opposition

What changed / what matters
Greece is the confirmation case, not a new thesis. The Aug 10 entry flagged a EUR4.4bn Q1 primary surplus and the IMF's 3.8%-of-GDP full-year projection as reasons to raise conviction within a hold. GREK has since run from +6.64% to +12.25% on the month and now sits at the top of its 52-week range with zero drawdown. The structural backdrop hasn't changed: sustained primary surpluses through 2027, a record EU Recovery and Resilience Facility inflow financing the investment pipeline, and a personal-income-tax reform package (0.8% of GDP in 2026, 1.0% in 2027 per the OECD's June outlook). It's just now fully priced. A market at a fresh high on unchanged fundamentals is a stronger signal than the same fundamentals with price still catching up, which is where GREK sat a month ago.
Argentina is the one with an actual update. The Aug 16 entry flagged the Senate committee's joint debate as a real catalyst window, targeting an Aug 26 dictamen. Checking today, El Cronista (Aug 19) reports the holdup isn't Milei's opposition, it's his own allies: unnamed senators are withholding sign-off until eligibility extends beyond "new industries" to existing Argentine firms, and a mandatory public-works rider (national-route construction) is added for benefiting companies. The Radical bloc (UCR), one of the three swing blocs from the original 37-vote math, has no internal consensus on either ask. This is coalition-management friction over scope, not a rejection of the regime, but Cronista's sourcing puts a signed Aug 26 dictamen at real risk, and next week's Senate floor calendar is already booked with other legislation, pushing a floor vote toward September regardless. ARGT's flat-to-negative month (-1.38%) fits a market that has stopped pricing an imminent resolution.
India and Korea are unchanged reads. INDA's +4.22% has no reform-specific news behind it, the governance-phase track from Aug 10 continues without a fresh catalyst. EWY has given back some of the Aug 16 rip; that move was always a chip-cycle story tracked under tech-ai, not political economy.
One forward flag from yesterday's catch-up: Saudi Arabia's HUMAIN AI-buildout vehicle, a disclosed $1.2bn tranche, PIF-capitalized, is a sovereign-diversification reform story with a real number behind it. KSA isn't in this week's theme panel, so it goes on watch for a future entry rather than into today's picks.

A signed dictamen by Aug 26 despite this week's reported allied holdup would mean the Cronista sourcing overstated the friction, worth a direct recheck either way given how close that date is. A Greek Q2 fiscal miss against the 3.8%-of-GDP path would be the first crack in a thesis that has otherwise only strengthened since April.
