This is the EU's routine (roughly biennial) refresh of its autonomous tariff-suspension regime under Article 56(2)(c) of the Union Customs Code (Regulation (EU) No 952/2013), operated via the underlying Regulation (EU) 2021/2278. Suspensions are erga omnes (all trading partners benefit, not a bilateral concession) and are granted where EU manufacturers certify no adequate domestic supply exists — the mechanism functions as an input-cost relief valve for downstream EU industry rather than a protectionist instrument, which is why GTA logs it as an "import tariff" intervention despite it being duty-reducing, not duty-raising.
The 2025/2605 revision is notable for IPTM purposes because of what it adds: a cluster of upstream battery-chemical inputs (lithium metal, lithium hydroxide monohydrate, lithium carbonate, cobalt oxalate, several rare-earth/yttrium/scandium compounds, and the electrolyte salt lithium hexafluorophosphate) newly granted 0% (or near-0%, for LiPF6 at 2.7%) CCT treatment through review/expiry dates extending to 31 December 2026 or 2030 depending on the line. This is the tariff-policy half of the EU's battery/EV critical-minerals build-out — the companion piece to demand-side instruments like the EU Critical Raw Materials Act and IPCEI battery funding, since it lowers the landed cost of externally-sourced (largely China-originated) precursor chemicals for EU gigafactories and cathode/precursor plants while domestic mining and refining capacity is still ramping.
(e.g., Northvolt successor operations, ACC, verkor, and cathode-active- material plants) that depend on imported lithium/cobalt/rare-earth chemicals pending EU-domestic CRMA-driven capacity.
whichever supplier is cheapest — currently overwhelmingly China-based refiners/processors — so the measure is in some tension with the EU's parallel de-risking objectives (CRMA sourcing diversification, EU-US critical minerals partnership) even as it supports EU battery-cell assembly economics.
concrete calendar trigger: if EU-domestic refining capacity (lithium hydroxide conversion, cobalt refining) ramps meaningfully by then, some of these lines could be narrowed or allowed to lapse in the next biennial revision.
independently re-verified line-by-line beyond the batch cited above; the Official Journal annex is the authoritative source if finer detail is needed later.
battery-materials additions specifically (as opposed to the full annex, which spans hundreds of unrelated agricultural/industrial lines).
