Legislative roadmap: SEIAC Chair Executive Secretary Ralph Recto committed to monitoring implementation with "clear deadlines, assigned responsibilities, and legislative action" at the March 23 launch, explicitly flagging the risk of the plan becoming "paper with ambition."
