In grown-up terms. A measure counts as evasion-context only if it names an adversary principal (IR / RU / KP / SY / VE / CU / BY / MM, plus CN for export-controls). Its remaining target countries — excluding both the principal and the allied sanctioning coalition (US / EU & members / GB / CA / AU / JP / KR / CH / NO / UA / TW / IL) — are the intermediary hubs ranked above. Counter-sanctions (e.g. Russia designating the West) name no adversary principal and are excluded by construction.
Caveats: (i) hub ranking is by frequency of being named, not severity or trade value — a jurisdiction high here is structurally recurrent, not necessarily the largest single conduit; (ii) the coalition exclusion drops EU-member venues (e.g. Cyprus) that do see circumvention flows — a deliberate precision-over-recall choice to avoid mislabelling allied co-listings; (iii) source is the raw declared action_type in the filed register (sanctions + export-control), read from the index.
