EIDO's index-rebalancing bounce doesn't reverse the DSI thesis, VNM knocks on the range-position threshold

- VNM $18.09, 1m +1.86%, 52w-pos 65.4%, DD -8.64%: range position down from 73.9% on June 26, right at the "falls below 65%" re-evaluation line set that entry.
- EIDO $11.80, 1m +11.32%, 52w-pos 14.5%, DD -37.45%: the largest one-month move in the panel, but the mechanism behind it matters more than the number.
- VIX 16.07 (down from 19.67 on June 26), DXY 100.796 flat, still sub-101 per yesterday's fx-policy entry.
What changed / what matters
INDA is the quiet, correct trade. GDP growth of 7.96% in 2026-Q1 and a PMI of 57.5 keep the labour-force-and-industrial-capacity thesis intact, and the ETF has drifted up 3.83% over the month without re-rating out of the lower-middle of its 52-week range. No new action needed beyond continuing DCA at full pace.
EIDO is the item worth slowing down on. Indonesia's IHSG has run four straight sessions to 5,986, and Databoks coverage attributes the move to MSCI and FTSE index-rebalancing flows into large caps like ICBP and MYOR, not a broad reversal. Foreign investors were still net sellers through the period, on the order of Rp237-322 billion. Bank Indonesia's policy rate sits at 5.88% (rateCycle: hiking) after a mid-June increase aimed at curbing rupiah volatility, a hawkish backdrop that is the opposite of what usually accompanies a genuine EM growth re-rating. The DSI sole-exporter mandate on palm oil, coal, and ferroalloys (IPTM 2026-05-20) remains in force with no amendment or carve-out reported. So the rally is real in price terms but mechanical in origin: index flows lifting large-caps while the marginal buyer (foreign real money) stayed a net seller. That is not the signal that would justify moving EIDO off "avoid." Drawdown is still -37.45% and the range position, 14.5%, barely moved despite the 1m print.
VNM sits closer to a real decision point than it has in weeks. The June 26 entry set an explicit re-evaluation trigger: hold VNM until either the USTR Section 301 IP investigation closes without tariffs, or the range position falls below 65%. Neither has happened yet, the range position printed 65.4% today, a hair above the line, and the USTR comment docket (2026-0364) closed July 2 with no determination. Section 301 investigations of this type typically run six to twelve months before a final ruling, so there is no near-term resolution to point to. The call stays hold, no add, but the range position is now close enough to the trigger that next week's read matters more than usual.
EWW and ARGT are unchanged from a demographic-thesis standpoint, both marginal names in this panel rather than core holdings; nothing this week moves either off "hold only."

What I'd revise if I saw
Foreign investors in Indonesia flipping to sustained net buying for two or more consecutive weeks would change the EIDO read from mechanical to fundamental. A VNM range position confirmed below 65% for a full week, or USTR closing the Vietnam investigation without tariff action, would trigger the VNM re-evaluation directly.
