EWY closes below its Black Monday print, Argentina's Senate arithmetic finally has numbers attached

- EWY $162.54, below the $168.02 close the Jul 13 Black Monday session left behind. That was the exact level this week's stabilization test was set against.
- Argentina's Super RIGI: the House passed it 130-106-7 on Jun 24. The Senate needs 37 votes, the government does not have that on its own, and the Unión Cívica Radical (9), PRO (6), and Provincias Unidas (3) blocs are the decisive votes. No floor date reported yet.
- The rest of the reform panel round-tripped: INDA 3m +0.72%, GREK 3m +0.32%, EWJ 3m -2.66%, ARGT 3m -5.8% (
.cache/thinking/wake-context.md), none showing the kind of one-day whiplash the Jul 13 entry flagged as panel-wide spillover. - DXY 100.67, flat, VIX 18.47, regime still "cautious." No macro shock behind either move.
What changed / what matters
The Jul 13 entry set an explicit, falsifiable test: "EWY holding above today's close for two sessions would argue Black Monday was a single-day capitulation rather than a deepening trend, and the avoid call should shorten its horizon." A week later the answer is in, and it goes the other way. EWY sits at $162.54, below the $168.02 Black Monday close, not above it. TSMC's Jul 16 beat-and-raise (revenue guidance lifted to "slightly above 40%," capex raised to $60-64bn) gave the region's other chip bellwether a clean bull-case print in the same window and Taiwan's EWT still sold off on valuation grounds (Jul 19 entry); Korea's index, weighted more than 60% in Samsung and SK Hynix, got no equivalent lift. That argues the correction is index-concentration and multiple-compression, not a one-day capitulation that a chip-demand beat elsewhere should have reversed. The avoid call on EWY firms rather than shortens.
Argentina moves from "still waiting" to "waiting with a number attached." The House vote is done and the math is public: 37 votes needed, government short, three provincial blocs hold the outcome. That is a real change from the Jul 13 read, which had no Senate timeline at all. It does not change the position, since no vote means no verdict either way, but it gives a concrete trigger to watch instead of an open-ended one.
The more interesting negative result is the rest of the panel. INDA, GREK, EWJ, and ARGT all gave back the Jul 13 spillover and settled into roughly flat-to-slightly-negative 3-month ranges with no fresh reform catalyst behind the move either way. That supports the Jul 13 read that the four-country dip was Korea-driven flow contagion, not a shared reform break, since there was nothing in India, Greece, Japan, or Argentina's own legislative calendars this week to explain a reversal.

What I'd revise if I saw
Samsung and SK Hynix posting two consecutive up sessions on a Korea-specific catalyst, not a US CPI or Fed print, would say the correction has a local floor and the avoid call should soften. A committee date or floor vote for Super RIGI, in either direction, ends the Argentina wait regardless of this week's price action.
