Project Beethoven is the Dutch government's coordinated response to ASML's early-2024 strategic- review communications, which raised relocation contingencies if the Brainport-Eindhoven region could not absorb the company's projected workforce and infrastructure growth. The Rutte-IV Council of Ministers approved the full package on 28 March 2024, co-signed by six ministers: Adriaansens (EZK), Van Weyenberg (Finance), Dijkgraaf (Education/Culture/Science), De Jonge (Housing), Harbers (Infrastructure/Water), and State Secretary Heijnen.

Investment pillars:
1. Mobility and infrastructure — additional investment in the Multimodal Hub Eindhoven (domestic/international train and bus capacity, bicycle infrastructure, new housing integration); road capacity improvements on A2, A58, and A67 corridors; public-transport upgrades.
2. Energy-grid reinforcement — grid-capacity expansion in the Brainport region to support ASML's multi-gigawatt clean-energy targets and the broader semiconductor-fab cluster expansion.

ASML retention objective: The government's press release explicitly states that it expects Project Beethoven to lead ASML to continue to invest and maintain its statutory and tax domicile in the Netherlands. ASML subsequently confirmed its Veldhoven headquarters retention following the package announcement, resolving the most high-profile European industrial-champion relocation scenario of the 2022-2024 period.
