Vietnam Politburo Resolution 57-NQ/TW: Breakthroughs in Science, Technology, Innovation and National Digital Transformation

Mechanism

Resolution 57-NQ/TW is a Politburo Resolution (Nghị quyết của Bộ Chính trị) — in Vietnamese constitutional practice the highest strategic-direction instrument of the Communist Party of Vietnam. It is not itself legislation (laws are passed by the National Assembly) and not itself a Government decree (decrees are issued by the Government / Prime Minister); rather, it is the parent authority document that sets the strategic line under which all subsequent Government, National Assembly, PM and ministerial instruments are formulated.

Signed by General Secretary Tô Lâm and dated 22 December 2024, the resolution declares science, technology, innovation, and national digital transformation as Vietnam's "top strategic breakthrough" (đột phá chiến lược hàng đầu) and the principal driver for modern productive-forces development, governance reform, and socio-economic growth through 2030 with vision to 2045.

Key quantitative targets (by 2030)

• Digital economy ≥ 50% of GDP.
• Vietnam in the global top 30 for innovation and digital

transformation.

• Vietnam among the regional and global centres for the digital-

technology industry.

• Proportion of digital-technology enterprises in the economy

comparable to developed-country levels.

• At least 10 Vietnamese digital-technology enterprises at the

level of advanced-country peers.

Priority technologies and bottlenecks

The resolution explicitly identifies four institutional / technological bottlenecks: data, artificial intelligence, blockchain, and the Internet of Things. Strategic technologies are designated as practical-application priorities, with sandbox / pilot mechanisms for new technological products.

Implementation programme

The resolution itself contains no appropriations. Execution runs through:

programme implementing 57-NQ/TW across all ministries.

programme — possibly worth a separate IPTM filing depending on whether its quantitative annexes contain new committed funding beyond what Decree 182 already covers.
