Cabinet-level approval under the India Semiconductor Mission (ISM), the umbrella central-government programme (~INR 76,000 crore incentive envelope, launched December 2021) that co-funds semiconductor fabs, OSAT/ATMP facilities, and compound-semiconductor units. This is the sixth unit approved under ISM and the first sited in Uttar Pradesh — prior approvals (Tata Electronics-PSMC Dholera, Micron Sanand, Tata Semiconductor Assembly Test Assam, CG Power-Renesas Sanand, Kaynes SemiCon Sanand) were concentrated in Gujarat and Assam. The HCL-Foxconn JV plant will sit in the YEIDA industrial corridor near the under-construction Noida International Airport (Jewar), reflecting a UP state push (see the state-level UP semiconductor policy, 2024-02-12) to attract OSAT investment alongside the central ISM subsidy.
The unit targets display driver ICs — a narrower, higher-volume product category than the leading-edge logic/memory fabs approved earlier in the ISM pipeline — aimed at India's fast-growing domestic device-assembly base (mobile phones, laptops, automotive electronics).
