NIAS is a HKD 10 billion Hong Kong government scheme (launched 2024-09-16) that co-funds enterprises in strategic sectors — life and health tech, AI/data science, advanced manufacturing, new energy — to build new smart production facilities in the territory. Oriental Materials Hong Kong Limited, the Hong Kong-incorporated arm of mainland chip-materials group Henan Oriental Materials Co., is using the scheme to stand up a production line for front-end semiconductor manufacturing equipment — furnace systems, etching tools, and CVD (chemical vapour deposition) systems — the deposition/etch equipment classes most exposed by the US-Japan-Netherlands trilateral export-control perimeter (see trilateral-chip-equipment-perimeter). Coverage frames the project explicitly as aligning with "China's effort to build a domestic chip-making equipment supply chain," routed through Hong Kong rather than the mainland.
