France 2030 is the successor to and extension of the four prior Programmes d'Investissements d'Avenir (PIA1–PIA4, 2010–2021). It combines:
split between a "structural" PIA4 leg (~€20bn) and a France 2030 innovation leg (~€34bn).

delivery is split between ANR (research grants), ADEME (ecological-transition programmes), Bpifrance (innovation grants and equity), and Caisse des Dépôts / Banque des Territoires (regional and local-authority co-funding). Each operator signs a convention with SGPI defining objectives and evaluation.
The plan is the French node in the post-IRA / post-CHIPS Western industrial-policy stack. It anchors France's contributions to the EU Chips Act (STMicro/GlobalFoundries Crolles fab subsidy decision of June 2023 was a France 2030 line), to EU CRMA upstream mineral capture, and to the EU Net-Zero Industry Act manufacturing mandate. Several France 2030 acceleration strategies were in turn re-routed through European IPCEI vehicles.
