Also includes complementary metal-oxide-semiconductor (CMOS) chip categories at advanced nodes. Structural peer to the EU Delegated Regulation 2025/2003 dual-use list update and the EU 2025/290 "500" series emerging-technology category.
Category 3 — Quantum Computers General-purpose programmable quantum computing systems. First Taiwan quantum-computers entry on the IPTM register — directly aligns with US BIS September 2024 quantum- computing controls, the EU 2025 "500" series (introduced via 2025/290 Delegated Regulation), France's February 2024 national export-control annex on quantum/ electronics, and the Netherlands' November 2025 Besluit Strategische Goederen amendment.
The 60-day public-preview period (standard for SHTC amendments under the Foreign Trade Act) ran from 18 November 2025, placing effective implementation at approximately 17 January 2026. The ITA indicated approval will be granted for legitimate commercial transactions verified as non-proliferation-risk; the control is designed to prevent strategic goods entering WMD programmes rather than to halt ordinary trade.
