The Strategic Goods Decree amendment establishes a national licensing regime for specific listed equipment, layered onto the existing EU dual-use control framework:
1. Items covered. ASML TWINSCAN NXT:2000i and successor DUV immersion-litho systems; selected wafer-cleaning, etch, and inspection tools matching capability tiers used at ≤14/16nm logic / advanced memory.
2. Geographic scope. Country-neutral on its face but the licence-application process applies stricter end-user verification for shipments to a defined list of "concerning" destinations. China is the dominant member of that list in practice.
3. Trilateral coordination. The Netherlands measure is designed to align with US BIS items covered by the October 2022 + October 2023 rules and Japan's METI list. 4. EUV layer (pre-existing). ASML EUV systems (TWINSCAN NXE/EXE) had already been blocked from China by Dutch policy + US pressure since 2019. The 2023 measure extends the perimeter to advanced DUV.
